We are seeking a Contract Manager in Seattle, WA.

* As a working manager, leads a small team of Contracting Officer Representatives (CORs) responsible for cradle-to-grave contracting activities for highly complex professional services and construction contracts
* Develops strategies for, prepares documentation, and leads complex solicitations, evaluations and negotiations
* Resolves contract disputes
* Determines appropriate contract types, fees, terms and conditions
* Analyzes and reviews contracts to verify funding, work statements, performance periods and deliverables
* Conducts cost and price analysis
* Conducts pre-proposal conferences before small to large groups
* Prepares or directs the preparation of various periodic and special reports
* Interprets and applies public contracting principles, applicable laws, regulations and policies and procedure
* Keeps detailed soft and hard copy files and records
* Performs related duties as required


* Knowledge of public contracting principles, procurement ethics/strategies various contract types (e.g., Cost Plus Fixed-Fee, Firm-Fixed Price, Time and Materials) solicitation preparation, proposal analysis, cost and price analysis, overhead rate analysis, techniques for development of scopes of services/work and specifications, qualifications-based selection processes, contract task orders/change processing, and dispute resolution
* Experience researching, interpreting, applying local, state and federal laws, rules and regulations governing public contracting, particularly those regulations relating to procuring the services of architects and engineers
* Ability to comply with federal and state regulations and requirements applicable to procurements
* Basic understanding of accounting principles and practices
* Knowledge of cost estimating practices

Preferred Qualifications:
* Knowledge of major transportation infrastructure projects, specifically involving heavy passenger rail and fully-automated passenger train systems, heavy civil projects, and project involving large diameter tunneling
* Experience with public construction project procurements, including various project delivery methods (e.g., Design-Build, Design-Bid-Build), bonding requirements, prevailing wage requirements, pre-bid conferences, public bid openings, prime and subcontractor considerations
* Knowledge of SBE/DBE requirements and utilization
* Degree or Certification in public procurement
* Experience using SAP business applications
