Job Overview

The MATOC Manager maintains oversight of all aspects of the business required to execute construction delivery orders awarded by the Government. These duties include but are not limited to: conducting site visits, developing statements of work, proposal development, costing, negotiations, project management, change order processing, resource management, budget tracking, closeout, and record keeping. The incumbent shall ensure full compliance for items such as subcontractor support, security regulations, offsite management coordination, finance policies, conflict resolution, base access, quality control programs and safety protocols. THe incument shall serve as the primary contact for all Contracting Officers (KO), Contracting Officer Representatives (CORs), Client Construction/Project Managers and provide guidance to assigned staff and subcontractors to foster positive relations in meeting expected customer deliverables. Incumbent shall be responsive to Government requests, ensure work is completed in its entirety within negotiated timeframes, and ensure work completed is within the established budget.

Salary range: 128,130K-154,643K/yearly

Responsibilities

Essential Duties & Job Functions:

  • In a professional manner, work directly with various COR and Government staff members to identify work activities and clarify work statements.
  • Participate in site visits and customer meetings as required.
  • Work with the Designers of Records on developing the solicitation responses and final design requirements after award.
  • Develop task order proposals including items such as costs, schedules, deliverables, work plans, impacted utilities, and other associated requirements.
  • Finalize all task order proposal terms and conditions for issuance by the Government.
  • Negotiate and properly document all task order changes impacting schedule, cost, deliverables, or other binding obligations.
  • Ensure full and proper execution of all contractual work activities.
  • Oversee staff and subcontractors to ensure work completion in accordance with delivery order requirements and technical construction specifications.
  • Perform field inspections and ensure quality and safety compliance. Verify all contractual work activities are being met and give proper guidance to make corrections as necessary.
  • Develop program budgets and project revenue projections.
  • Manage assigned staff members for timely and compliant responses.
  • In coordination with the Facility Security and Base access personnel, oversee the development and maintenance of security compliance and access lists for subcontractor personnel and second tier subcontractors.
  • Establish and maintain all program files including a database system that captures pertinent milestone activities.
  • In coordination with procurement personnel and assigned staff members, oversee the preparation of task order invoices.
  • Prepare and manage subcontractors. Provide information and guidance to subcontractors regarding invoicing, certified payrolls, subcontract agreements and insurance requirements.
  • Review, validate and approve all subcontractor invoices for payment.
  • Prepare and present progress reports as needed.
  • Confer with and advise other management personnel regarding maintenance projects and priorities.Occasionally operate Government and/or company owned motor vehicles.
  • Support other departmental staff members as needed or directed.
  • Performs other duties as assigned.

Job Requirements

Mandatory:

  • Bachelor Degree in Engineering, Architecture, or Construction Management and 5 years of applicable experience. This requirement may also be met through ten (10) years of direct and applicable construction management experience for tasks ranging in size from $1k to $12M.
  • A minimum of five (5) years managing and supervising construction personnel, subcontractors and administrative support personnel on multiple projects simultaneously.
  • Sound working knowledge of unit price estimating and/or direct costs methods and compliance with construction specifications.
  • Sound working knowledge of Federal, State and local construction safety, environmental and wage regulations.
  • Solid understanding of labor and cost tracking requirements for construction tasks.
  • Sound negotiating skills.
  • Proficient using Microsoft Office Suite.
  • Good working knowledge of hand and power tools.
  • Ability to supervise and motivate assigned personnel and subcontractors to attain stated objectives.
  • Excellent written, verbal and public speaking skills.
  • Ability to deal with a variety of people in a professional, courteous manner in diversified situations.
  • Mature judgment and ability to work with minimal supervision.
  • U.S. Citizenship.
  • Ability to obtain and maintain the required intelligence community security clearance.
  • Ability to pass pre-hire background and drug screen.
  • Valid state driver's license.
  • Ability to lift 50 pounds.
