ERG is seeking a mid-level Environmental Planning Specialist to join our multidisciplinary team of planners and compliance specialists within our Environmental Planning and Impact Assessment service area. This team provides a wide range of planning services to Federal and State clients that require expertise in impact assessments, program implementation, studies and consultations, and public outreach and involvement. This position is full-time and remote but requires occasional visits to client sites. Candidates must reside or plan to reside within the State of Washington to perform the site visits.
Job Description:
  • Lead or support the preparation of Washington State Environmental Policy Act (SEPA) environmental reviews, including Environmental Impact Statements (EIS) and categorical exemptions
  • Lead project teams in technical understanding of state and local environmental planning requirements in the State of Washington
  • Ensure planning projects adequately and successfully address critical issues in the State of Washington, including but not limited to climate change, tribal treaty rights, regional fishing importance, marine vessel industry, and environmental justice concerns
  • Support or work within multidisciplinary teams supporting the preparation of NEPA Environmental Assessments (EAs) and EISs
  • Apply a working knowledge of compliance with environmental statutes, regulations, and executive orders, including but not limited to the National Historic Preservation Act, Endangered Species Act, Marine Mammal Protection Act, Magnuson-Stevens Act, Clean Water Act, and Clean Air Act
  • Foster positive working relationships within ERG and with clients
  • Lead various research tasks, technical writing, and other planning-related tasks
  • Assist with various aspects of projects such as tracking budgets and schedules, monitoring scopes, facilitating meetings, coordinating deliverables, and communicating with clients
  • Manage and/or support screening-level reviews to determine the level of SEPA or NEPA review (Categorical Exclusion [CATEX], EA, or EIS) required for planned state or federal actions
  • Support consultations with local, state, and federal resource management agencies
  • Perform desktop-based research and report development and conduct occasional site visits
  • Assist with developing and implementing NEPA compliance programs for federal agencies
  • Participate in and/or facilitate in-person client and community meetings as needed
  • Support other strategic planning work (e.g., climate resilience and adaptation, equity, communications)
Qualifications and Skills:
  • Bachelor's degree in environmental or physical science, environmental policy, environmental planning, or a related field
  • 3 to 8 years of relevant experience, specifically including expertise in managing and/or preparing NEPA EAs and EISs
  • Must be located in the State of Washington
  • Strong verbal and written communication skills
  • Ability to clearly organize and synthesize project findings and recommendations for a diverse group of stakeholders
  • Strong time management skills
  • Ability to manage and prioritize numerous concurrent projects and meet tight deadlines
  • Excellent attention to detail and critical thinking. Ability to develop high-quality, client-ready deliverables
  • Ideal candidates will have some project management experience, including developing project schedules and budgets and meeting client goals
  • Ideal candidates will have experience with Federal, state, and local permitting for projects in the State of Washington
  • Ideal candidates will have background and technical understanding in cultural and historic resources, tribal resources, transmission and renewable energy, water quality, or marine and ocean resources
