The City of Kirkland is happy to announce the recruitment of the Recreation Supervisor position assigned to the Kirkland Teen Union Building (KTUB). At KTUB, which will re-open in September 2024 as a comprehensive teen center, youth will be able to access after-school drop-in activities, on-site behavioral health services provided by Youth Eastside Services (YES), bilingual cultural programs and services focused on Latinx youth provided by 4 Tomorrow, and recreation programs for teens. The facility will be activated during the day with recreation programs for adults and preschool-age youth.

KTUB will be open to all teens, with an intentional focus on serving underserved and underrepresented teens, including youth from low-income families, youth who identify as Black, Indigenous, People of Color (BIPOC), LGBTQIA+, and youth experiencing barriers to stability, including homelessness and behavioral health.

The Recreation Supervisor will oversee facility operations, recreation programs (including drop-in activities), and will be the primary on-site liaison with operating partners YES and 4 Tomorrow.

A strong candidate for this role will:

  • Have demonstrated experience cultivating strong productive relationships with partners, including non-profit and/or social service delivery organizations
  • Understand the needs of teens today and have relevant experience connecting with diverse youth
  • Have an awareness of how identity and life experience influence the barriers youth face
  • Prioritize youth voice in decision-making

The Recreation Supervisor will play a crucial role in preparing the facility for opening, including developing a staff team, processes, and systems as well as re-introducing KTUB to the community.

This position is currently funded through December 2024. Ongoing funding is anticipated to be approved during the City's budget process.

Job Summary
The role of the Recreation Supervisor is to plan, organize, supervise, monitor, and evaluate the effectiveness of community-based activities, programs, and services. This position may be assigned to specialty areas such as: General Recreation, Sports, Aquatics, Youth, Teens, Adults, 50+ Adults, Business Services, and Events. The Recreation Supervisor may be assigned to the North Kirkland Community Center (NKCC), the Peter Kirk Community Center (PKCC), City Hall, or Kirkland Teen Union Building (KTUB).

Distinguishing Characteristics: The Recreation Supervisor supervises oversees specialty recreation areas, including supervising regular and contingent staff, contractors, and volunteers. Additional certifications may required depending on the assignment area. This position plays a crucial role in the success of programs and services within Parks and Community Services.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Develops and administers quality recreation programs, activities, facility operations, services, and special events to be offered for all ages with diverse interests.
  • Develops, implements, and monitors both expenditure and revenue budgets for existing and potential programs, services, and facilities.
  • Attracts, hires, retains, trains, evaluates, motivates, and disciplines various full-time, part-time, seasonal, and year-round paid and volunteer staff as well as contracted staff (e.g., instructors, special event performers, service providers). Ensures adequate staffing for all programs, events, and activities. Assures on-call, evening, and weekend coverage to respond to any related programming emergencies.
  • Seeks out community feedback on all programs, activities, and events, and makes timely response to all inquiries, concerns, and complaints. Takes corrective action as needed to ensure community needs are met through current and future offerings.
  • Researches and develops new programs and activities to meet community needs and program area objectives. Assists the public with program development inquiries.
  • Develops and maintains facility and program policies, procedures, and rules.
  • Negotiates fees and contracts for instructors, service providers, special events performers, etc.
  • Creates and maintains reports and analyzes enrollment and revenue data for programming responsibilities.
  • Ensures adequate inventories of equipment and supplies are maintained for programs, services, activities, and events.
  • Develops a comprehensive publicity and outreach program through preparation and distribution of news releases, bulletins, announcements, brochures, web site and online materials and other promotional items.
  • Fosters a positive and supportive work environment; promotes diversity, equity, inclusion, and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.
  • Ensures safe, effective, and efficient operations of assigned facility, including associated programs, activities, services, and events.
  • Maintains safety and health standards and requirements in facility operations, transportation programs, and special interest and recreational/fitness programs and activities.
  • Develops and maintains strong relationships with partners such as Lake Washington School District, service providers, contractors, and vendors.
  • Acts as City staff liaison to various councils and advisory boards.

Peripheral Duties:
  • Prepares grant applications and requests for funding and makes timely submission to public and private entities.
  • Performs other duties as assigned by Recreation Manager.
  • Works on regional issues as assigned.
  • Works collaboratively with managers, coordinators, and other city staff to complete city related events and programs.
  • May provide public presentations to community members, boards and commissions, community groups and City Council.
  • May act as Recreation Manager in their absence.
  • Performs functions as assigned in the City's emergency response plan in the event of an emergency.
Knowledge, Skills and Abilities

  • Demonstrated ability to prepare and effectively manage a program budget.
  • Demonstrated ability to develop and maintain programs that meet the needs and interests of diverse community groups.
  • Ability to attract, retain, lead, mentor and motivate staff.
  • Advanced organizational skills to effectively manage multiple priorities.
  • Advanced public relations and communication skills (both verbal and written) to interpret, and explain rules, regulations, legal requirements and policies.
  • Demonstrated ability to bring a solutions-oriented approach to conflict resolution.
  • Advanced interpersonal and customer relations skills to build and maintain effective working relationships with a variety of internal and external customers and contacts.
  • Ability to remain flexible to changing priorities.
  • Advanced computer proficiency including Windows Suite.
Qualifications

Minimum Qualifications:

  • Education: Bachelor's degree in Recreation Administration or related discipline.
  • Experience: 4 years increasingly responsible experience in the specific recreation specialty area(s), and a minimum of 2 years supervisory experience.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.

Licenses and Other Requirements:
  • Possess or ability to obtain current First Aid/CPR certification within 90 days of hire.
  • Possess or ability to obtain First Aid, CPR, and Automated External Defibrillation (AED) certification within 30 days of hire.
  • Must have a valid Washington State Driver's License and ability to remain insurable under the City's insurance to operate motor vehicles.
  • Possess or ability to obtain Food Handler's permit within 30 days of hire (at PKCC only).

Physical Demands and Working Environment:
Work is primarily conducted in a typical office environment. Incumbent is frequently required to visit program/activity sites for monitoring purposes. Work is fast-paced with frequent interruptions from phone calls, staff and visitors. Occasionally requires lifting of supplies and equipment of approximately 50 pounds. May be required to work occasional evenings and weekends.
