The City of Kirkland Information Technology Department is seeking to hire a Temporary Video Production Specialist!

Job Summary

This position produces video programming for the City of Kirkland government channels and on-demand internet video service. Works with community partners, assures proper programming and operation, and manages all phases of single and multi-camera video production. Writes, records, creates graphics, manages post-production, edits, and collaborates with other staff to create specialty productions and programming.

Level Description: As a Journey level position, work is performed under basic or limited supervision. The supervisor makes assignments or sets overall objectives, priority, and deadlines. Employee is assisted with unusual situations with do not have clear guidelines. Work consists of problem solving, handling assignments in accordance with instructions, and improving skill through training and experience.

Qualifier Description: The Video qualifier outlines that this position is responsible for video programming, recording, editing, and performance. Produces content for the government channels and on-demand internet video service.

Job Series Description: The Specialist is primarily engaged in providing technical support duties for a specialized program which is video production; shows detailed program and technical knowledge, displays professional management and production skills, and understands governing rules, regulations and guidelines.

Distinguishing Characteristics: The work of the video production specialist is different from other IT jobs in that it is solely responsible for the programming, recording, editing, and operation of the various channels throughout the City of Kirkland. Manages all phases of production including manipulating cameras, producing audio, designing graphics, post-production and editing. Oversees and troubleshoots for cable broadcast systems and camera systems.

POSITION PURPOSE:

Produce video programming for the City of Kirkland government channels and on-demand internet video service. Includes, but is not limited to, working with community partners, programming and assuring the correct operation of the television channels, and working in all phases of single and multi-camera video production including writing, video recording, audio, graphics, post-production, editing, working with interns, volunteers, on-call and other staff. Example programming includes public meetings such as City Council meetings and production of specialty programs to highlight activities of Teen Council and Senior Council.

PRINCIPAL ACCOUNTABILITIES:

  1. Operate live multi-camera switched robotic system for televised coverage of City Council and other evening meetings.
  2. Prepare weekly program schedule, determine sequence and playback times. Program automated computer playback system to control multiple decks, digital files and character generation computer for accuracy, correct broadcast and live video streams based on programming schedule and established procedures. Troubleshoot and resolve playback conflicts and error messages. Work with Web Master for video streaming maintenance and problem solving.
  3. Assist customers in assessing and determining their desired video messages and advise them on visual communication strategies.
  4. Make recommendations and assist in development and production of special video projects in conjunction with City departments, programs and other partners. Examples include programs such as Disaster Preparedness, Economic Development, Fourth of July Celebration, Emergency Sewer Program and Community Health Program.
  5. Produce high-end video programs on various City topics using digital editing equipment. Propose program ideas; work with department to prepare outlines and treatments; write scripts; coordinate content, shooting locations and on-camera talent; act as or direct video and camera crew, log footage; digitize material; build sequences and transitions; mix audio; all utilizing a script software and digital editing system; and conform completed video programs for broadcast, web streaming and DVD distribution.
  6. Organize shoots and large productions; direct or act as camera crew with high end field camera; and edit footage to final on-air product using nonlinear editing systems.
  7. Act as producer/director/technical director during live broadcast and live to tape multi-camera shoots; oversee and provide work direction to crew consisting of interns, volunteers, on-camera talent, on-call and MultiMedia staff.
  8. Produce a variety of videotaped programs for broadcast and web stream.

ESSENTIAL DUTIES:

1. Stay abreast of new video and editing equipment and technology.

2. Maintain inventory of supplies and materials needed.

3. Perform routine maintenance on electronic equipment and schedule repair services.

4. Maintain inventory of programs, scripts source footage and other materials.

5. Perform and/or coordinate timely tape, DVD and data duplication services for city departments and citizen requests.

PERIPHERAL RESPONSIBILITIES:

1. Performed related duties as assigned.

Knowledge, Skills and Abilities

  • Skill in organization, project management and communications.
  • Knowledge of FCC broadcasting rules and regulations and all phases of television broadcast production.
  • Knowledge about copyright laws and guidelines as related to videotaped materials.
  • Principles of video lighting and audio production.
  • Principles about audio/video signals, connections and cabling.
  • Proficient in non-linear editing programs and in compositing programs (After effects/Photoshop).
  • Ability to work with a wide range of cultural and economic backgrounds
  • Knowledge about and ability to connect and configure video production equipment including audio, video, lighting, computerized text generation and video playback equipment.
  • Ability to operate a variety of video equipment including digital cameras, camcorders, audio and lighting equipment, mixers, monitors, robotics and edit controller and Avid editing systems.
  • Knowledge to develop, coordinate and produce video programs.
  • Knowledge about principles of streaming media.
  • Video editing experience.
  • Skill in interpersonal communication, both oral and written, to include using tact, patience, and courtesy.
  • Skill in managing records, files, and filing system for various media.
  • Ability to lead small team to resolve complex media and multimedia initiatives.
  • Ability to complete work on concurrent projects according to schedules/timelines, often with tight deadlines while adapting to changing production priorities and multiple interruptions.
  • Ability to lift approximately 50 pounds.
  • Ability to maintain confidentiality.
Qualifications

Minimum Qualifications
An Associate's degree in video programming, communications, broadcasting, film, telecommunication, media television production, photography or a related field. Two years experience as a videographer/editor for a television network, affiliate or production facility or an equivalent combination of training and experience. Knowledge of professional digital camera setup and operation Non-linear editing experience is desirable. Must be able to work an alternate schedule including evenings, Saturdays, occasionally Sundays and Holidays.

Working Conditions
Duties are performed in a television production environment indoors and on-site outdoors. Lifting production equipment of approximately 50 pounds is regularly required. Work requires standing or sitting for long periods of time, up to two hours or more; subject to lifting, bending, pushing, pulling, stooping and using small hand tools. Regular availability for weekend events and evening meetings is also required.
