SUMMARY

Provide technical oversight for The Department of Energy (DOE), Energy Employees Occupational Illness Compensation Program Act (EEOICPA) on the technical document clearance process and be the definitive authority on all classification/document sensitivity issues.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Conduct reviews of information for releasability, appropriately redacting and/or marking those documents, and analyzing information to support the interpretation of the material being released.
  • Specific documents that have been identified by various EEOICPA impacted parties shall be reviewed and released if release is appropriate.
    • This review consists of reading the documents to determine if sensitive, privacy, or classified information is contained within the documents based upon written guidance provided. Contractor personnel shall review the documents and identify/bracket any sensitive and/or classified information that may exist within the document.
    • Redaction of some portions of the document will occur as directed. If the document contains unclassified, but nuclear information, it shall be properly identified, controlled and protected.
    • Documents that contain classified information shall be properly declassified in total or by redaction of specific information.
    • Upon completion of the document review effort, each requested document shall be properly marked to identify its current status.
  • All reviewed documents shall be stamped, identifying the level of document releasability. Contractor personnel shall identify whether the documents contain Official Use Only (OUO) information, Export Controlled Information (ECI), Unclassified Controlled Nuclear Information (UCNI), Applied Technology (AT), or Privacy Act protected information.
  • The documents shall be marked, identifying if any sensitive information is contained in the document.
  • The reviewer shall stamp and initial that review has been completed. Detailed instructions on identification, marking and redaction of sensitive and classified information will be provided during project orientation.
  • Additional instructions and schedule for the review process will be provided when the task is initiated by DOE.
  • Documents are reviewed and requested for production by various EEOICPA parties. The reviews by the parties are intermittent and, as a direct result, the workload identified in this scope of work may be intermittent.
  • There may be periods when significant throughput of reviews needs to occur and other times when the volume is significantly lower. Contractor personnel shall manage the workload effectively.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor's degree.
  • Eight (8) years of relevant experience.
  • Must have or be able to obtain a DOE Q clearance.
  • Must have been a derivative classifier and/or a derivative de-classifier for the Department of Energy or a Hanford contractor.
  • Must have been a derivative classifier and/or a derivative de-classifier for the DOE or a Hanford contractor.
  • Ability to complete local DOE derivative classifier and derivative de-classifier training and able to pass DOE derivative classifier and derivative de-classifier exams with a score of 80% or better.
  • Knowledge of Official Use Only (OUO), For Official Use Only (FOUO), Export
  • Controlled Information (ECI), Unclassified Controlled Nuclear Information (UCNI).
  • Knowledge of Applied Technology (AT) information, Privacy Act information, and other sensitive types of information.
  • Must obtain and maintain any necessary security access and/or background checks. (U.S. Citizenship Required)

DESIRED QUALIFICATIONS & SKILLS

  • Normal expected reading rate: 40 pages an hour.
  • It is preferred that contractor personnel possess either Hanford operating/engineering experience or working knowledge of any of the following areas:
    • 100 Reactor Areas
    • 200 East Areas - PUREX Operations, B Plant Operations, Tank Farms
    • 200 West Areas - T Plant Operations, Plutonium Finishing Plant Operations, REDOX Operations, Tank Farms, and Low-Level Burial Grounds
    • 300 Area - Fuel Fabrication Operations, Test Reactor Operations
    • 400 Area - Fast Flux Test Reactor Operations.

SUPERVISORY RESPONSIBILITIES

None.

WORK ENVIRONMENT

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.

PHYSICAL DEMANDS

Must be able to lift & carry up to and excess of 30 lbs. Moderate to extensive sitting, standing, bending, twisting, lifting & reaching. Moderate to extended periods of office work with periods of computer usage. Moderate to extended periods of analytical tasks requiring extensive reasoning abilities.
