The Everett Smelter Plume Source Assessment, Control & Remediation Program Expert position provides expertise on the cleanup of the Everett Smelter site and advises management to required resources and remedial actions necessary to protect human health and the environment.

Duties
Accidental spills of dangerous materials and past business practices have contaminated land and water throughout the state. The (TCP) works to remedy these situations, which range from cleaning up contamination from leaking underground storage tanks, to large, complex projects requiring engineering solutions. Our mission is to get and keep contaminants out of the environment.
Former smelter operations, areas of long term application of pesticides, mining activities, and or distribution of naturally occurring contaminants are activities that have taken a toll on the quality of our environment. The management of contamination resulting from these sources requires a multi-agency and multi-programmatic approach of unprecedented complexity as it establishes a unique partnership with federal and local agencies to clean up high priority, area-wide contamination that spreads across multiple media.
Under administrative direction, the Everett Smelter Plume Source Assessment, Control & Remediation Program Expert position serves as:
- The Toxics Cleanup Program (TCP) Everett Smelter Site area-wide source assessment, control and remediation expert. (Area-wide contamination is defined as contamination dispersed over a large geographic area caused by a point or non-point source. Source assessment, control and remediation is defined as the process of identifying the sources of contamination, characterizing their nature and extent; and taking actions to eliminate or minimize their impacts to human health and the environment).
- The program expert in the evaluation of remediation alternatives for area-wide contamination (resulting from MTCA and/or Superfund sites) that considers multiple current and future property uses, receptors, and media. This effort entails planning, studying, developing, implementing, coordinating and managing the most highly complex remedial activities for Ecology that will prevent long term exposure to contaminants.
Additional Information about the position:
Expected to accomplish: The person is expected to work with the team to complete cleanup in the Everett Smelter cleanup site, collecting data and maintaining database, performing quality control.
Typical problems include: Communication/language differences, Data gaps, Owner transition/population turnover.
Position Appeal: This person will be working with a highly effective, supportive team cleaning up a large contaminated site to protect the people and the environment of Washington State for the future. They will gain experience working with the public, local governments and agencies.
Flexibility is essential- the person will periodically need to attend public meetings in the evening or festivals on the weekend.
The Everett Smelter team is small but efficient. Each member has their focus area and supports the others to effectively complete the cleanup work and have a balance of work life.

Qualifications
Required Qualifications:
A Bachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field AND six (6) years of professional-level experience in environmental analysis or control, or environmental planning which includes two (2) years equal to an Environmental Specialist 3 or above.
OR
A Master's degree in one of the above fields AND four (4) years of professional- level experience as required above which includes two (2) years equal to an Environmental Specialist 3 or above.
OR
A Ph.D. in one of the above fields AND three (3) years of professional-level experience as required above which includes two (2) years equal to an Environmental Specialist 3 or above.
Experience as an Environmental Specialist 3 can include a combination of the following: 1) investigating and / or resolving complaints involving science or technology content, 2) performing inspections, 3) drafting technical evaluations and reports, 4) develops plans for researching information used for technical projects, regulatory or policy development, 5) plan and facilitate public meetings and hearings, 6) project work requiring specialized knowledge of industry processes, pollutant sources or natural processes, 7) providing technical assistance for complex scientific content and/ or support for implementing scientific content programs, 8) conducting tests, analyzing and evaluating data, 9) using environmental databases to support technical projects, 10) developing scientific studies and resource management plans, 11) providing environmental technical and administrative assistance to grant/ contract/ loan recipients of environmental protection projects.
Desired Qualifications:
- Working knowledge of Model Toxics Control Act Chapter 173-340.
- Initial 40 hours hazardous materials training followed by annual 8-hour refresher.
- Ability to establish professional working relationships with contractors, stakeholders, state and local governments, and peers.
Must possess and maintain a valid Driver's License.
